Spacer is the gasket?

got an 1/2" Phenolic spacer for my Q-jet. Do you need gasket on both sides of it, or does it act as the gasket?

thanks,
phil

One of them that feels like really hard rubber? I've run them with no gasket and no vacuum leaks.
