Fast Idle Cam?

Fast Idle Cam?
Okay I have a 84 2.8L E2SE carb'd firebird.
I noticed recently it is sticking at 1500 RPM at idle.
Tapping the gas pedel does nothing to lower it.
I just saw that the fast idle cam was set at H agaisnt the fast idle screw. After poping the cam away from the screw so it is free floating, my idle is back to 850. Does the point to a sticking cam, or does the entire choke system need to be replaced on the carb?
Or can I just adjust the fast idle screw to not engage the fast idle cam? Or alternatly make it sit on L instead?

If the choke plate opens FULLY when the engine is warmed up then the electric choke is functioning correctly. That would indicate the linkage is sticking for some reason.
If it used to work correctly at that setting and then the problem cropped up later, then adjusting is not the answer.
A bad choke element or not getting a full 12V to the choke are common reasons for this problem, aside from sticking linkage.
