Umm... engine vacuum opens the secondaries, doesn't it?

No, it doesn't.

The secondaries are opened by the vacuum created in the venturis of the primaries by flow. So, it's flow through the primaries that open the secondaries, not engine vacuum. Demand, you might say.

Go to the Holley website and look around at the carb general information, specifically the secondary operation link. They have diagrams and a fairly decent explanation.
