Choke Wont Open

i JUST GOT MY 4BBL QUDRAJET CARB REBUILT ON MY 85 CAMARO Z28. WHEN I START IT IT IDLES AT ABOUT 2000 RPMS. I THINK THIS IS NORMAL FOR A COLD START BUT WHEN THE CAR WARMS UP THE CHOKE STAYS ON. IT IS A ELECTRIC CHOKE AND I DO HAVE CURRENT FROM THE WIRE TO THE CHOKE. WHAT COULD IT BE?

Welcome aboard.

If you have voltage at the choke thermostat, then either the thermostat is defective, or the linkage is not operating correctly for some reason (adjustment, damaged, dirty, etc.).

(Just for reference, we tend to prefer lower-case typing - all upper-case is "shouting".)

Where can i get a thermostat? isn't that right inside where the wire connects to the choke?

Most any parts store should have one or be able to get one.

The black plastic housing to which the wire connects is the thermostat. 3 screws (or pop rivets, if never removed), remove housing, install new.

Or, when it was rebuilt, they put a gasket under the thermostat.... which will insulate the ground return from the heater from touching the aluminum bowl, which prevents current from flowing, which prevents it from ever pulling off.
