I was wondering what the screw inside the red circle is and what it is for

I know the bottom pic is the one that adjusts the idle.

There is a lot of discussion on this. That top picture screw is the Idle Air Bleed (IAB) adjustment. If you do a search for IAB you will find a lot of information on how to adjust it. Here is one good link.
