ok well i got my carb rebuilt it's a 86 q-jet 4bbl and well i don't have the power i did before at higher rpms it's like my secondary aren't opening and it's running off my primarys i'm so lost can any one help

The secondary throttle blades are locked out when the choke is on by a small tang on the passenger side (#360 on this illustration http://www.carbs.net/Quads/E4MC.htm ). It is bumped out of the way so the sec blades will open by the choke high idle cam. If the high idle cam isn't dropping all the way, or wasn't put back together right during the rebuild, the tang will remain engaged. No secondaries.

The secondary air valves also have to be free to open. They are initally "locked out" by the choke pull-off, after vacuum drops with WOT, it releases and the opening is controlled by the AV tension spring. If any of this is mal-adjusted or binding, no secondaries.

Check those things out first, see what you find.
