'dead head' regulator q
Consider a 'dead head' regulator.
(Holley pn 12-804, or similar)
Is the pressure, referenced to the atmosphere?,
is one side of the diaphram open to the air?

All regulators should be that way, deadhead or not, unless they specifically state that they're boost or vacuum referenced.

If you look closely at a Holley regulator you can see the groove cast in to the body just below the adjustment locknut to vent the 'other' side of the diaphragm to atmospheric pressure.
