My carb does this from time to time.
When I spray the linkages on the outside of the carb with WD-40, it works fine for about a year. Now I just re-spray it during every oil change.
NOTE: WD-40 is NOT a lubricant; it is a solvent (cleaner) and corrosion inhibiter.

You need to look at the choke to see if it is opening all the way. Warm up the engine then shut it off. Remove the air cleaner lid and look at the choke plate, it is mounted above the smaller pair of "barrels". It pivots on its center line. If it is open all the way (choke off), it will be vertical.

you may want to try a stiffer throttle return spring, or lubricate your choke/linkages as mentioned above

A good pair of eyeballs can see if there are any problems with the throttle or choke (is the throttle restting against the idle adjustment screw? Is the choke open all the way?). If all looks OK, you might have a vacuum leak.
