non-cc q-jet, out-of-control high idle

After finally rebuilding my q-jet, I'm trying to get the car to fire up right.
I'm guessing my problem is related to the choke and fast idle.
It's stone cold, and when I start the car, it revs up high, 2500ish, then continues to raise up to around 3500ish.
Tapping the gas doesn't bring it off high idle, pushing the fast idle cam down doesn't do anything...? I'm not sure what's going on, and it's extremly hard to see what the fast idle cam is doing, since it's behind the thermostat....
Any idea's? I'm fiddling with the high idle screw and low idle speed... If I disconnect the wire going to the thermostat, should that do anything? (it doesn't... what should it do?)

i've disassembled it to check the power piston height, that seems ok, i'm using 72 primary jets and 43K primary rods, that sound ok?

I had a bad choke pull-off, i've replaced it. I've checked vacuum upon startup, and it'll be revving up to 4k, but vacuum is around 16" or so, even that high (tested from back base of carb).

Any idea's on why it's revving that high?

With engine off, push down on the linkage by the choke to take it off of fast idle (couple of lever looking things between choke and front of carb, push down from top). Choke flap on carb should open some, primary butterflies should close. Start car and see if it idles slower. DONT hit the gas or will go back to choke mode. Your fast idle could be adjusted too high or you might have a vacuum leak. If it idles slower, adjust the idle on the choke side (small philips screw at bottom of choke assy, looking from the front).

Thank you. Alright, here's what i've done:

It'll only idle at 4000RPM on choke, i've held down the fast idle cam, to open the choke flap. It'll idle at 2500RPM now. When I had the carb off the engine, I noticed that the LOW speed idle screw was about normal, but the tab that should rest on it, wouldn't. However the primary butterflies seem to be just about closed (open just a tiny bit), so I thought it was fine... I guess not...
So I reef on the drivers side throttle arm, to basically try and bend it back to idle, it'll go down to around 2000RPM, since i'm not actually strong enough to bend the entire mechanism back...
I'll snap a picture and show you guys what I mean...

I'm trying to bend the primary throttle so that it closes completely... Is there something i'm missing here??

Unhook accelerator cable...could be keeping it open. That or a vacuum leak.

tried those.
What should vacuum be at idle?
Anyway, I seem to have gotten it running, not quite sure what I did... annoying, now if the problem comes back, i'll still be stumped.... but yea, probably a vacuum leak, I just basically fiddled with stuff and it seems to have dropped down...
I'm now tuning the mixture, and i'm sitting around 17" vacuum.. that sound about right? turning the mixture screws doesn't give me a giant change, but I brought vacuum up from 15"->17".

When I step on the gas it hesitates a fair bit, i've adjusted the secondary spring, now i'm thinking it just needs fine tuning with the primary rods and jets (that sound right?)
I think i'll try and obtain some at the junk yard next time. Thanks for the help.
