Flat spot at tip in

Flat spot at tip in

I'm getting a flat spot at tip in on light throttle. Timing's good. I've change step up springs in all directions with no change. I've changed jets in all directions with no change. Today I looked in the top of the carb while introducing light power and the primary booster jet trickles fuel throughout rpm and at about 2500 it unloads a shot of gas and then continues to trickle. When it unloads this shot the car stutters and then acts great. I think this is my flat spot. Is there something to adjust to have the jet introduce fuel more smoothly or is there a clog or sticking checkvalve in the system somewhere system. It doesn't seem to me that this is how the carb is supposed to work. Just want to be sure before sending it for warranty.
