My "guess" is that the mechanical pump just can't cut it trying to draw fuel through the dead old electric pump in the tank. The electric pump "rotor/gears" are not turning and you are expecting the mechanical pump to pull fuel through that restriction. It may pump fuel up there (it takes starting fluid to give it a "push" as you mentioned), but I believe that this is too much of a drag on the mechanical pump. Have you installed a fuel pressure gauge in the line to see if it maintains pressure after it starts?

It sounds like you may need to drop the tank and either put in a new electric pump and a regulator up front, or ditch the electric pump in the tank and put in some kind of "homebrew" pick-up tube so the mechanical pump can do it's job without interference. Keep us posted and good luck!
