Use a return-style regulator like a Mallory 4309 set at 4-6 psi.

A return style allows a constant flow of fuel through the pump. It regulates pressure by restricting return flow to the tank to maintain the set outlet pressure to the carb.

A dead-head style reg (the typical $20-$40 type) controls pressure by stopping outlet flow to the carb.

The in-tank pump needs flow to keep it cool, so using a dead-head reg will eventually burn out your pump.
