First off, what kind of carb? Qjet, CC Qjet, Holley...?

Check the choke first. With the engine ice cold - like sitting overnight - open the hood and take off the air cleaner. Pull the throttle lever open and the choke plate should snap shut. At most, you should have about 1/8" gap open. If thats ok, start the engine - have someone else start it while you watch the choke plate. It should be open about 1/8-1/4" with the engine running, as the air flow into the running engine will pull it open a little bit. If when cranking it over and trying to start the plate stays completely closed, then the choke is adjusted too tight and should be leaned out a bit so it will let some air in. Once it starts, it should fast-idle around 1400-1700 rpm. If its lower, it should be adjusted up.
