new electric choke hint?

I put a new one in & soldered on a new choke wire connector (both factory style). But when starting the engine cold, the bottom plate of primaries stay closed until the choke cams are lightly touched. Didn't do this with old choke. Adjusted per previously posted Thirdgen advice. Have had the top off recently to adjust rich stop but thought all was together right & didn't touch choke cam parts. Any ideas?

You mean the choke doesn't close and the fast idle isn't set unless you press on the gas?

the choke valve and fast idle appear set up correctly when pressing the gas but the base plate throttle plates are shut closed, so no air gets through and car can't start until pressing choke linkage.

Adjust the fast idle. Under the choke.

If they're closed, then the fast idle isn't set correctly.
