You probably have a short in the choke circuit. Check the wire at the carb first, make sure it isn't melted or otherwise distressed and making contact with ground.
I've never seen a choke thermostat short out, but I suppose it's possible. Check it for proper resistance to ground.

Don't forget the "choke" circuit includes an oil pressure sensor that only closes the circuit once oil pressure is normal when diagnosing this problem.

1987 does run the choke circuit through a oil pressure switch. For some reason they completely redesigned the circuit that year. The '82-86 system uses the alternator.
