This is/was a tube going from..something...to my airbox (passenger side). And the tube part of it ell apart, completely (disentegraded really).
First, what is it, and what does it do? Also, what are the side effects of not having it on?
Second, I can't find a replacement for it anywhere, nor can I even find out what the heck it is...
Third, can I just tape up the holes and attach it to a rubber hose to fix it?
Thanks for your help in advance!

Looks like a grommet for the PCV fresh air supply. It lets clean, filtered air into the crank case to replace the dirty air being sucked out by the PCV. You should find a way to hook it up. Even if you can't find the proper piece, you should be able to cobble one together so it will function.
