No Fire, Had to disconnect the Tack

Car: 1986 IROC Z28 Camaro
Engine: 305 4BBL
Transmission: 5 speed Manual
Axle/Gears: 373 Limited Slip
No Fire, Had to disconnect the Tack
I parked my 1986 Camaro 2 weeks ago after working on the brakes. I went to try and start it yesterday and it would not fire. I check for spark and saw that no spark was occurring as well. At first I though maybe the DIST was going bad checked the normal points. I remember someone saying that the Tack can actually cause it not to fire. I disconnected the TACK connecter. The car started, granted it had lots of smoke at first from all the gas in the system but straightened out and idled ok. Since all I need to do is get a safety inspection on this car before a new motor goes in next week, can it just stay disconnected? The new motor will be a 350 non CC.
Further does that mean I need to replace the tack? and ideas or suggestions appreciated.

Looking forward to the new motor. Current motor is a 305, new one is going to be a 350 4 Bolt Main, Lunati cam and 9.1 compression. Holly 750 on a RPM performer intake. I haven't seen the dyno sheets yet but the person putting it together said it was running close to 375 HP. He builds drag engines all the time and this was going to be but knew I needed a motor.

you don't need a tach for any inspections- the only thing you need a tach for is to tell you to shift before you blow it up..

The tach (as in, short for "tachometer"; not "tack") wire is probably pinched somewhere. It's also possible for the tach itself to be defective and cause that.
As said, unnecessary for inspection; just think of all the cars that don't have one AT ALL, yet pass inspection just fine.
