Crank No Start/Flooding Holley

Hey all, I've been converting an 88 Camaro from TPI to carb, but I've been plagued by flooding issues and haven't been able to start the car. When turning the engine over it sounds like it's firing on at least a few cylinders. Here are some things I have done:
-redone the fuel pick up in the tank
-replaced the factory fuel filter
-installed an inline fuel pump
-installed a fuel pressure regulator (adjustable from 4.5 to 9 psi), regulator should be set to about 6 psi.

I'm using a recently rebuilt 600cfm Holley 4 bbl with a manual choke. The engine was rebuilt a few years ago and used in my truck for about 10k miles. I have had spark every time I've checked it and believe the distributor to be good as I have used it on my stock car without issue.

What can I try next to get this car running?

if you have gas to the carb should be able to see and set the float level, take the plugs out and fuel should dribble out. if not set the fuel bowls. set all the idle screws out 2.5 to 2 turns out, set the rpm screw so its in a little. give it a pump and watch the gas squirt if it comes out should run on that, if not its something else other than the carb

If the pump is mounted above the tank you probably have an air pocket somewhere.
