Mixture control on Q-Jet

Mixture control on Q-Jet
Ok here is this weeks problem, I noticed my carb was not clicking for 30
Seconds with the key on. That means the mixture control is not working.
Got voltage at the conn. But I noticed 2 pink wires. one is hot the other
One is with the blue going to the carb. And the other pink wire
Goes to a relay on the drivers side firewall its part of the hood scoop
Wiring. Why would the relay on the firewall have power to it all the time.
I went over all the schematics does not make sense.
What would cause the mixture control not to work, I even had a spare
Q-jet hooked it up no clicking.
Any ideas.

Just was thinking maybe the ecm is bad? I also order a new pigtail maybe it's bad.
Previous owner cut a few wires maybe the pink one was spliced into the air induction
Relay by mistake. Can't see why you would have constant power to a relay.

Because the relay only works when there's battery on one side of the coil, and ground on the other.
From the designer's standpoint, you could EITHER: supply it ground at all times on one side, and put batt on the other to operate it; OR, supply batt on one side at all times, and ground the other side to operate it. The latter is how the majority of the ECM-driven controls are connected. They have batt (ignition, actually; that way they only work when the key is on) on one side, and the ECM grounds the other side to operate them.
Nothing seems the least bit unusual about what you describe about the wiring.

Used to use a dwell meter to check the circuit for this. Now-a-days an LED would be the best checker, maybe. Could be the solenoid or something else. Have you scanned the ecm for closed loop operation?

the fuse was blown off the orange wire from the battery. I was getting
12 VDC on all fuses in the fuse box.

Sometimes simple is good. 
Please note that no "re-wiring", no changing of the pink wires that had batt all the time to ... something else, no dykes, no hacking, ANYWHERE AT ANY TIME, was required. Just a simple repair.
