Sticking throttle

Transmission: 5-speed
Sticking throttle
...on my newly rebuilt q-jet. Basically, I get on the throttle a little, then it won't kick back down. (see the video if you would like.)
Could it simply be that I need a new return spring?

probably, have look at the pedal end at the other end of the cable also, make sure that the pedal is returning to the original position. its a little strange for a return spring to just die between rebuilds.
