Clear fuel filter... not really filled with gas @ 6psi!?!

Clear fuel filter... not really filled with gas @ 6psi!?!

I have a clear fuel filter that goes right before the Y-valve that has a pressure gauge in it and sends the gas to the two fuel bowls on my Holley.

Sometimes the filter is full of gas, sometimes it is nearly empty, but it always reads ~6psi at the gauge. What gives? Sometimes it looks like it is empty on one side of the filter element and always full of gas on the inside of the filter element inside the thing. Is this normal (some have said it is) and why does it still read 5-7psi with all that air in it?

It is normal.

the air is also pressurized & not a problem.

OK, so that makes 2 more respectable people saying that it is normal... Why? That inside filter element seems to allow gas to flow in, but not back out. What kind of material is it? I thought I'd alleveiate some fears by installing the clear filter housing... lol
