I bought some springs advertised from this guy, wired him the money through paypal, he send he would send me tracking info. 2 weeks later, no parts, i have sent him several messages since then, and no response. Can the board assist me in communcating with him, or take action?

file a claim with paypal ASAP, i think you only have 30-45 days.
