Sticky (literally) Header Latches

Sticky (literally) Header Latches
My latches are sticky on the flat face that is near the pivot point. In the pic you can see it is rough. Why is it sticky; is there supposed to be something stuck on there?

I have that same stuff on my spare set of latches.I believe there was a thin rubber coating on the latch handle that wore off and whats left is the sticky residue

There was a thin layer of black rubber glued to the latch handle.
