89 z28 vert worth it?
89 z28 tune port motor with 5 speed blue with a black top guy wants 1600 for it needs floors patched and interior put back in

Ya it runs and drives has new shocks struts and lowering spring it looks pretty good

no brainier....yes. Get that stock hood that is painted the same as car too. For a little time and effort it would be a nice car. Not that many 89's built. I would pay that for it no problem.

Can you get the VIN? Or better yet the SPID (the decal that should be in the console for an '89, that lists all the RPOs, make sure the VIN on the decal matches the VIN on the car), I'd be interested in verifying it's status.
Reason being, there's a few things that look suspect. All Z28's in '89 were IROCZ (trivia note). If he says it's the original TPI engine, then the eighth VIN digit would be an F for the LB9 305 TPI (the only TPI engine that was available in the Camaro vert and the only TPI engine that could get a 5 speed). If it has the F, then it would officially be an IROCZ. You can come to that conclusion because in '89 the Z28 RPO option got you the IROCZ, and only the Z28/IROCZ's got a TPI engine.
The suspect things is the striping is missing (could have been an option delete and/or repainted), the original wheels are missing, the badge behind the front wheels looks like it belongs to the RS model (hard to tell 100% from blurry pic), the grill looks like it belongs to an RS and also no fog lights like the ones that come on the IROCZ (might have been deleted). All of this, plus whatever else that can be changed over the years (like engines being swapped, other parts, etc), would make me pause and confirm what the car actually is.
