Release Cable Slipping Off

Release Cable Slipping Off

I am missing the washer that holds the tonneau release cable in place on one side. Here is a picture of the good side:

I have looked everywhere for a washer like that. It has grooves cut in it, and the shaft it goes around is a hair smaller than .25 inches. I hit 5 hardware stores today, nobody has any clue what this is. Anybody have an idea where to get one, or another alternative to hold the mechanism in place? The simplest things turn in to the biggest headaches.
