is there anything special that needs to be done when installing a new hinge for the tonneau cover ?

i just replaced one after painting the car and there is not enough tension to hold the tonneau cover up on it's own. without the tonneau cover installed they seem to have good tension when pushing on them by hand.

does it matter which way the tension bars cross each other ?
