Its not your computer turning on the fan at 238 its the overheating fan switch on the passenger side head. it is programed to turn on the fan at 238 but the ecm which controlls the primary fan is set to come on when you turn on your AC or when it hits like 220 or so. I have converted my 92 tbi to tpi aswell but have not got the fan thing figured out yet either. i cant get the ecm to turn on the fan. What i have done as a temperary fix is take the plug off of the fan switch on the passenger side head. stick a wire inside and secure it with some electrical tape so it will make a good connection and then with the other peice of the wire you have to put it on a good ground and when ever you turn on the car your fan will come on. its not perfect but it helps. car runs at like 140 here and it gets up to 100 almost everyday. If you did not swap in duel fans then you can just get a different fan switch. I would get TS-136 it is for a Grand national but turns the fan on at like 210 or you can get the hypertech one that turns it on at 200 its your choice. as far as the ecm controlled part. i have no idea what the problem is. do you have your AC hooked up??

I got a wireing harness from painless , and there is a wire that is a ground for the fans that the computer controls. but it does not come on til 238 that fan switch your talking about has ( well at least the one I got does the same thing ) I guess I'll have to reprogram the prom .

I may be wrong here but, on a TBI, the ECM does not control when the cooling fan turns on (at least from the diagram I have). Weather or not that changed in the later year I don't know but, the only thing that turns the fan on is the fan switch (which is a chilly 238º) & the A/C.
