Coolant whether it's the green standard or the newer type Dexcool acts as a wetting agent. The use of an additional wetting agent probably won't net much if anything at all. In the cooling system it's the water that provides the heat transfer or cooling. Also it's the pressure in the system that keeps the water from boiling. Coolant or anti-freeze does much more at the low end for freeze protection than it does for boiling. The water under 15 psi will boil at approx 257 deg straight, about 265 with coolant at a 50/50 mix. With a clean cooling system and good coolant you should not need any additives.

I have had friends and customers that use those water wetter products and none of them feel it makes a significant difference. Maybe some people swear by it, but for me clean antifreeze works just fine. If you are trying to get more cooling out of your cooling system, I suggest a better fan.
