1987 i-rocz 4bbl overheat

i have been having a problem that is that when the temp outside is between like 74-84 the car is sluggish and when the temp outside is between like 85 and above I have to put the heat on in my car cause the temp goes way up. I have a manual switch for the fan witch I allways leave on and also I have checked the coolent level. does anyone know what i could do to help fix the problem? thanks

Axle/Gears: 3.73 S60
new t-stat, pull out the rad, spray it down with the some super clean, hose it off from the oppsite side of the airflow (like spray the water from the side where the fan sits. Also do the same to the condenser too.
