Weird Overheating...

Weird Overheating...

my car is overheating... so i installed a new fan hayden model... also a new thermostat . the previous owner hardwired the fan to run at all times i also installed a new thermostat.
the car will run fine for anywhere from 10 to 30 mins then it gets hot. stop and go traffick really makes it hot. it got up to 230 a couple of times. i used to have a 180 degree thermostat but i replaced it with a 160. the car runs really good also the temp gauge sometimes flickers a little over the course of a second or two. it sounds like to me from what i have read that the radiator is low on water somehow...
i also poured in a bottle of that 40 below stuff that is supposed to drop you temp by ut to 40 degrees. the car ran fine all winter never got above 190 until the stock fan died because the guy hardwired it. i did not know it was dead until it got up to around 250 degrees. so i pulled over and let it cool down.
what is the best way to fill the rad completely. i let the car run fora few mins then started filling it with water. i don't think its a headgasket issue because i checked the oil and there is no antifreeze in there also i don't seem to be losing any either??? any other ideas oh i also just put on a new water pump
