Almost sounds like your water pump is either the wrong part or is spinning backwards. The upper hose is the pressure hose. The lower is the suction. Somethings got your system going backwards.

Huh?
as usual, these guys are right on the ball. A water pump for a serpentine system runs reverse of a non-serpentine small block.
Also, check and make sure your belt routing is right.
Honestly, this all sounds pretty weird. Your radiator might be plugged. Clamp your top hose, disconnect the bottom hose, and see if you get good flow out the bottom.
Sucking shut the top hose, but pushing coolant into the reservior sounds like the two halves of the radiator are not connected, and both those hook into the top of the radiator.
I have unplugged radiators by taking them out and lying them flat on the ground, and filling them with lime-away (pure stuff, not with the cleanser in it) and topping off with water. Let it sit for a few days, then rinse liberally. They usually come out shiny inside and flow like crazy
Good Luck
