AC acting weird

hello guys, allright heres the deal, number one, when im at a stop light, the car blows warm air, but the faster i go it gets cold, only at stops or low speeds it blows warm. number 2 instead of blowing out the vents everything blows out of the top of the dash like where the defrost blows, any help is greatly appreciated, thanks

1) Check cooling fan(s) for proper operation


2) The ductwork is controlled by air doors operated by vacuum diaphragms. Check first for a disconnected vacuum line in the engine compartment, and check second for a vacuum leak in the climate controls (above the stereo). If it's leaking vacuum, you should be able to hear the hiss.

sounds like my car when the refrigerant was low.
