Get the bolt out yourself.

E-Z outs work good. If all else fails, you can drill the bolt out and re-tap.

Depending on where the bolt snapped, you might try grounding the sides down and vice-gripping the remaining bolt out.

Did it break flush with the surface or deep in the bolt hole?

If it is flush with the surface, try cutting a slot or even and "X" in it with a dremel and use a flat head or phillips head screw driver to get it out.
