AC Not Turning On The 2nd Cooling Fan

AC Not Turning On The 2nd Cooling Fan
Alright, when the car is running, the driver side cooling fan stays on all the time, I think the guy who owned the car before me wired it that way, but my problem is, the car sometimes shows it's running at 245-250 degrees, when it did this, I pulled over and the second fan wasnt running, so, I turned on the AC, the passenger side fan STILL didnt come on.
I started messing around with car on, I pulled the relay, the fan shut off, I plugged it back in, it worked, so, the relay isnt bad, I unplugged a connector, same thing.
I noticed that my overflow tank wasnt even 3/4 full when it read 245, so i think it might be a bad temp sensor maybe?
Isnt turning on the AC supposed to turn on BOTH of the cooling fans?

had that happen with my car once and it turned out to be a fuseable link in one of the wires, dont remeber witch wire, but easy to check with an ohm meter
