Fan Problem

The fan on my 92 Firebird with a 3.1L v6 won't turn on. I've already replaced the CTS on the intake, also replaced all of the relays on the driver's side firewall. I was wondering though, what is the larger block box with two plugs coming out of it does? Anyways, back to the main problem. I can ground the dk grn/wht wire coming off of the relay and the fan will turn on. So what might be wrong in the circuit that isn't allowing it to kick on when it reaches 220*?

It also won't kick on with the AC because I think the high pressure switch is shot. So I have to attempt to replace that also.

Main questions are in bold

I thought about it, but I'd like to leave the wiring factory.
