Heating Problems

I was wondering if both radiator fans are on, would that cause me not to get any heat. I have read that there is a possiblility of the thermostat being stuck open. How can I tell if it is stuck open. I am not that mechanically inclined but I want to learn how to do this stuff myself.

The only thing that gets accomplished with both fans being on is maximum amount of air being drawn over the radiator.

Thermostat being stuck open: car takes a long time to reach operating temperature (195 degrees, stock) or never actually reaches that temperature.
