Car over heating

I have a 305 TB 91 Firebird that is overheating, I don't think the fan is kicking on. What temp should it kick on to see if it is coming on? What could be the problem? and what can I do to narrow down the cause?

The fans dont kick on till about 230 I think if you turn the A/C on the fan should come on though
