Heater Issues

This is for my 1990 rs V6 Camaro. I recently done alot of work to get my heater working in the car. Replaced thermostat, radiator hoses, some black vacuum controlled thing under the hood (cant remember name right now) then finally the heater core, and that fixed the problem. It has been working great for the last month or so. Well yesterday i noticed that it does not blow when sitting still, only when going down the road. And even going down the road its at 75% or so of what it was. So is it the blower i need to check or a control or what? I'm a noob when dealing with heating. The defroster is the only thing that works because i lost a spring from the flaps that control where the air goes, and i cant figure out where it goes. But im not really worried about i just need it to work sitting still. Been 20 degrees here, hard to defrost it. Any help is appreciated.

Yank the motor from its housing and see if it works at a standstill (You might even put an ear to the motor while it's in place to determine if it's functioning).
