RS with cooling problems still
I have a 92 that would get above 220* with the a/c on and the tempature outside above 85*. The fan previously would always come on, it did this when I got the car and didn't change anything when I installed the new radiator
Now I replaced the radiator and lower and upper hoses, put new coolant in it and now my fan doesn't come on and I'm wondering if I didn't put the coolant in right.
Please help.

the fan wont come on until it's well past 220 degrees. Does it come on when you have the AC on? it should. Also, the fan usually kicks off when you are driving over 40, as that should be sufficient for the air dam to cool the radiator. The coolant would not affect the fan at all. There are multiple relays that control the fan, it's rare that they'd all go out at the same time, so either temp or ac should turn the fan on, if nothing is turning the fan on anymore, check it directly to the battery and see if you have a dead fan motor.
I would change out the thermostat if you haven't already. It's 7 bucks and you can either choose to stay stock 192 or try out 180 degree.
Also, I assume the new radiator came with a new rad cap. It should be 16lbs. If you re-used the old one, you should replace that too.
Other than that, I would just chuck the level inside the radiator to make sure your fluid level is all the way to the cap.
220 isn't all that bad, especially with the 192-95 degree thermostat, but if you're rising higher with the fan on, something is wrong.

When I changed out the radiator, I kept my working my 160* thermostat in and made sure it worked first.
The fan used to ALWAYS come on before I changed my radiator and now it's not. I think that may be my problem but I'm not sure.
I replaced the radiator cap at the same time as well and it is a 16lb. cap.
I'm now going to check out the fan to see what it does and doesn't do.
EDIT: I went and checked out my fan, I unplugged it and plugged it back in and it seems to stay on all the time. I also drove the car around a little bit and stopped and put about 2000rpms on the engine for about one to two minutes and the temperature did climb some. On these cars are the temperature gauges the type that will read actual temp or just a solid temperature like others?
