car getting hot please help!

well ive read every thread that i could find on here and im still stumped. so, ive got a 86 iroc-z with a 305 that had tpi, but i converted it over to carburation. before i converted it, it ran fine at 190 all the time, now it runs fine untill i slow down to 40mph or slower, then the temp gauge sky rockets up, and i dont know why. here is a list of things ive done

160 stat
the stock single fan hard wired so it runs when the key is turned on
new air dam under the car
new hoses with springs in them

please help me!
