is it better to have a delete pulley or a smaller belt?

Delete it is more efficent but if you want to keep just have a wheel bracket

On a stock serpentine setup, I think a delete pulley is actually your only option (unless you're inclined to make other changes and fabricate stuff). I don't think the tensioner can function with out a pulley in the A/C compressor location.
