what's wrong with my fans?

what's wrong with my fans?

I have spal dual 11" electic fans, here is my problem. when I start the car and it is warming up, if I rev it a bit, the fans kick on and stay on until the car is warm/hot (running temp). once i shut the car off or they kick off, they work fine, except for the ocassional flicker on and off when I stomp on it? why is revving it causing them to kick on? too much voltage to teh relays? here is how i have them wired

Ignition________toggle switch__________relays (power) the toggle allows me to turn them off if they don't need to be.

battery ground_____________toggle___________relays (manual ground on/off)

2 power (one for each fan) _____________relays_______to fans.

I'm at a loss on what is giving them power, if they flip on and I but the power switch they shut off, so it's like they are getting ground from somewhere else? any ideas would be great, sorry for the crude schematic.
