2 electric fans. one works one dont.

i have the factory fans(2) in my 91 z28. one of the 5 people who owned this car(let it set in their yards for 4 yrs) robbed the A/C compressor. wweelllll i fixed the car but when the car heats up only the secondary fan kicks on at 238 degrees like its supposed to. the primary fan never comes on. at what temp is the primary fan supposed to come on? or will it not come on at all because i dont have the ac? both of the relays are good and i jumped the two and both came one at 238 but the primary will not come on by its self..... anybody know why?

The primary fan(driver side)is suppose to kick on at 220 degrees. The secondary fan(pass. side)will kick on at about 240. Sounds like that is correct for what you are describing and what you said. The secondary fan kicks on if the primary fan fails to kick on or if the ecm gets an AC request. Taking out the AC stuff will not affect secondary fan operation. The primary fan is controlled by the coolant temp sensor in the front of the intake and the ecm. I think there is 2 relays, 1 for each fan. I would make sure that the primary fan relay is ok. You might have a bad coolant temp sensor or a problem with the primary fan ecm output to the relay.
