Cooling fan question.
I have a 1990 camaro IROC. Everything is stock. My question is, shouldn't both electric fans be on if the AC is running? Only the drivers side fan kicks on. I read other threads on here, if AC is on both fans should be running, this true? Do I have a broken fan?

yes. Back probe the 2nd fan with a volt meter and see if it sees voltage. If yes, bad fan motor. If not, could be wiring, relay.

Does your 2nd fan ever turn on? Like even when it gets hot??
I have a '89 Iroc, 305, T-5 all stock. I'm having the same trouble as you, my 2nd fan (right side) never comes on. But I never use my A/C cause it needs a new compressor. Once my car gets up to 235 deg, only the left fan comes on to cool the motor. I never saw the right one come on, and I want it too. I was thinking my problem could be the fan itself or a bad relay. I don't know if theres 2 relays for these fans. Did you fix your problem?

So in order to get my passenger fan running again, I need to fix my A/C?

Not necessarily, first put 12 volts to the fan to see if it even works, then go back and ground the green with white stripe wire at the relay with key on to test relay. If that works check for possible wiring breaks by grounding the same wire at the fan switch with key also on, etc, etc. Basically start at the fan and go backwards until you find the fault
