12V to Fan But Not Running

I recently installed a single Taurus cooling fan in place of my two factory fans. It worked for the past week, but today it completely stopped working. When I took it out and hooked it directly to the battery it worked fine. What is strange -- at least to me -- is that I am measuring 12V coming from the leads supplying the fan motor (when the fans should be on), but when I hook the fan to these leads, there is no movement at all. It's like there's voltage but no power. Can that be possible? What am I missing here?

I'll try running a jumper from the ground terminal of the fan to the body of the car, but if ground was bad, would it still give me 12V when I put a meter on it?

UPDATE:

I got the fan to work again, but I'm not sure what I did. I unplugged the connector in the picture below and checked for 12V on each terminal. It was okay. When I plugged it back in and tried connecting the fan up, it started right up. I'm not really sure what this connector does. I can't seem to find a fuse in it anywhere but it looks like fusible links are connected to it. Maybe it was just not making a good enough connection to handle the load of the fan but good enough to give me 12V with my DVM, although it still doesn't make sense to me. Any idea what this connector is?
