Radiator fan not starting

Okay, I'm by means an expert. All I wanted to do was install a new CD player because someone jacked the old face plate off of my old one while I was gone for 5 years in the military.
I buy a completely new CD player, take it out the box, flip open the instruction manual and follow the first step: remove the negative terminal on the battery. Sounds simple enough. I do it, and then put it back on just to make sure I can at least do that right. Everything's fine except when I start the car up the radiator fan doesn't start up anymore.
I have a 1987 standard camaro with a 350 rebuilt carbureted engine. I know that the guy who replaced the engine was a dick and didn't know much about the electrical aspect of engines and didn't tell me that until well after he'd taken my engine out and replaced it with the 350 I'd bought from him. I know that the fan was connected straight to the battery so whenever the battery was turned on the fan would turn on as well.
I'll repeat again: I'm no car expert. I tried a simple project, did the first step and even after fidgeting with the terminal, can't get the damn fan to start. Any help is greatly appreciated.

Fan Plan

Probably not.

It was probably connected to a hot in run circuit.

Make sure the FAN fuse in the fuse block is good.

Then check the fan relay on the left firewall.

It’s the one nearest the booster.

Using a voltmeter or test light
(the type for testing for voltage, not a continuity tester) see if there is power on the orange wire at the relay.

(it’s
red in some model years)

Is there power there?

Happy Racing!

Re: Fan Plan

Thanks for responding. Okay, checked the fuse in the fuse box. It was fine. Had my uncle who owns a small repair shop check the power with a test light. All of the wires, he said, were fine; and he deduced that the fan's motor has gone bad and needed to be replaced. Since then, I can turn the battery on and twirl the fan with my finger to get it started. It'll start up slowly and sometimes kicks all the way on, but more often than not dies down.
