Cooling question

Got kind of a weird problem. This winter I noticed that the wire going to my PS head fan switch had been "ripped" off and was melted due to touching the exhaust manifold. I didn’t know this and have been driving like this for 3 years, and the car has never overheated. I figured while under there I would install a 195on 180off hypertech switch, new wire and a 180 tstat. Heres the weird part, if I let it idle in my driveway for a long time (I have let it idle for 45 mins) it will never go past that first notch on the gauge (180 degree mark), but If im in stop and go traffic, it will creep to just a hair under 220 and stay there until I can start moving again and the air dam cools the car down. Why does it creep up to 220 sometimes and other times stay at 180. The car has NEVER overheated.
