HVAC Controls Backwards?

HVAC Controls Backwards?
Have a strange issue here. I believe my HVAC controls are backwards.
The MAX setting for A/C causes air to blow out of the vents at a normal level. NORM causes both the dash and floor vents to operate and Bi-Level seems to function as maxx blowing the hardest out of only the dash.
Yes I have tinkered with the HVAC controls in the past but the vacuum lines can only be hooked up one way. What's going on here

WOW right after I made this post and I went back and double checked and it looks like the white plastic housing that holds the vacuum diaphragm can be mounted either rightside up OR upside down. This would be the only logical explanation.
I'll confirm this tomorrow when I can start the engine without waking half the neighborhood.
