cooling fan will not turn on

I have a 1990 firebird formula .. It has a 5.0 v8 and it has a single fan... The guy who had it before hotwired the fan to a switch then into the fusebox that is in the car. i reconnected the wires back the way they were supposed to be. i checked and the relays are good, the fan is fine also, and i put it a new coolant temp sensor but the fan still does not work... Also the alternator feels really hot in only a few minutes .. I tested it and it says it only puts out 14-15

How did you verify the relay was good? Did you check the voltage in and out of it? The fan fuse in the fuse block under the dash is only to operate the solenoid, it is not the power to the fan. There is an inline fuse holder and/or a fusible link at the battery location.
