No power to coil, bad ECM?

No power to coil, bad ECM?

My buddy and I are changing his 89 firebird originally 305TBI to 305TPI. We have a whole donor car, and we have swapped the tpi hard parts (intake, runners, plenum, fuel pump, wiring harness, etc.) and the car will not start. We have no power to the coil at all. The SES light comes on with the key to the on position, but when we jump ALDL terminals A&B, we cannot get the ECM to display code 12. The SES light just stays on. We pulled the ECM back out, and removed the board from it, and there is a black mark on the inside of the metal housing like something blew. Also, the ECM was pretty warm to the touch just from having the key forward for about 5 minutes. There appears to be a burned solder terminal on the ECM board. What could have caused this, and do we need to get a new ECM or can we solder it back?
